  1. i only know that the fraggles live in a communist-type society with a grand-high fraggle who is very old and whose wisdom is moreso interpreted than followed to the letter, so they don't have a leader per se, they do convene in forum but every fraggle is free to make their own mistakes. they also live in oppression from the gorgs, who hold all the cards when it comes to the food supply (radishes) and presumably at some time predating the show the fraggles were forced to live in caves for fear of being slobbered to death or whatever by the gorgs. Gorgs protect the radishes they grow jealously since failure to maintain a healthy crop causes them to vanish in a similar manner to marty mcfly's family in the photo in the first back to the future movie.

fraggles do not eat radishes, they deliver them to the even smaller DOOZERS who process them into scaffolding which the fraggles may eat, since the doozers live only to construct.

fraggle society is based on dancing and singing, sharing of problems and volunteerism, hence WEMBLEY is a voluntary fireman (he is, in fact, their siren) and other fraggles take up their respective duties, but since the fraggles are simply the gatherers or foragers of resources they have few responsibilties and hence plenty of time to advance fraggle philosophy, which is very similar to sesame street ethos of cooperation, friendlyness and sharing, and counting things with your friends.

but in a sentence, the fraggles lack a government, they are self governing and independently free of the underground state they inhabit and share symbiotically with all the other puppets. i mean races.
