Government Residential schemes vs Builder provided houses?

Most of the residential house/plot schemes launched by Govt state as follows:

The applicant should be an Indian citizen and competent to contract. He/she should not own any residential plot or house, in full or in part, on lease hold or free hold basis or under HPTA (Hire Purchase Tenancy Agreement), License Agreement in his name.

I want to know if I Can still apply to such schemes if i have not got any plot/house from the specific authority, but instead have purchased a apartment from a third party(e.g builder or some person who wants to sell his property).

Can you please provide any reliable links too, if possible?

    The aim of the government is to provide houses to individuals who desperately need one at a reasonable price. If an owner of a government housing project property becomes the owner of multiple properties, purchased from the government and/or private property dealers, then the aim of the government is defeated.
