if congress were given the power to choose the pres, then limiting the term of office to a singe, long term would be a way to protect the pres from being manipulated by congress in order to get reelected. this is why the framers also decided that congress could neither increase nor decrease the pres's salary once in office

congress isn't given the power to change the president's paycheck so they don't have too much of an ability to manipulate the president.

the two sentences are related in that they show two different aspects where congress could manipulate the president but aren't able to.

I guess what the author of the question means is that if Congress were able to change the Pres' salary, then Congress would have influence over the Pres to get him/her to do what Congress wanted in return for a higher salary.
