Government question regarding US and Russia in the late 1960s or 1970s?

I'm trying to write a screen play that takes place in the late 1960s or 1970s. Was there a government official or someone in a powerful position (OTHER THAN THE PRESIDENT) in the US that was hated by the Russians for passing a law that effected the Russians or hindered their relationship even more?

  1. Not a US citizen but...

    Josip Broz Tito was the Yugoslavian President and only communist leader to resist Soviet domination in the 1940's-1970's.

    Stalin hated him and repeated tried to assassinate him and he help the Czechs in their revolt against the Soviets in 1968.

    If it must be an American, check out Soviet dissidents that emigrated to the US or other defectors
