    "a" - progressive income taxes

    "b" -  social security formally is part of gov expenditures (transfers), also subsidies and poverty programs.


  2. The answer is D.

    Taxation is how the government gets income and expenditure is how they spend it (for example, on poverty programs).  Establishing property rights allows people to keep what they earn (rather than everyone stealing everything), so presumably this redistributes income to those who earn it, rather than those that can steal well.
