You'd have to grade on a curve, some of those teams just don't have the financial resources as the bigger named teams.

Grade them on what they've done with what they've got kind of thing.

I like your grades except I'd give Robby Gordon a C .  He's absolutely not an F.  He's staying in the top 35 as a single car driver/owner team.  Thats an insult and I would drop HMS down to a C.  Regardless of where they are running they were the most dominant team last year, won 18 of 36 races and are basically staying in the top 12 by the skin of their teeth.  Good job though.
