Graduated Drivers License Passenger Rule?

Question

In the state of Delaware, when you are on your graduated license you are allowed to have one passenger excluding family members.

So if i take one friend to school with me and 2 of my younger siblings, I wouldnt be in the wrong correct?

if it is like where I live they ain't gonna care. but to be safe dont get pulled over lol

.    I think the family members have to be parents, not kids.
