Grand larceny and criminal possesion of weapon?

my little brother is 16 years old and him and his friend stole two shot guns. the total is worth over 1001$ making it a fourth class but he is also being charged with criminal possesion of a weapon. how much time will he serve if

a. the guy dropped the charges because the guns were returned.

b. they turned themselves in

c. first time in trouble

Now, the question is why would a couple of teens steal guns?  I'm thinking that it was the first step in a criminal career.

Hopefully the state will prosecute them as adults on all charges and they will do significant prison time.  I hate most thieves just for stealing, but crooks that steal firearms deserve the worst the criminal justice system can dish out.
