Gray lines across screen

Question

Gray lines showed up on the screen out of nowhere. when I download video to my laptop gray lines are downloaded also. Checked different tapes and still gray lines so it's the camcorder, not the tape.
one thread on this website mentions changing resolution. ok, so how do you do that?
