  1. He means that even if no one else knows what he has done, God knows, and someday he will pay the price for what he has done


  2. Tom becomes obsessed with the eye-doctor sign near his home/garage.  To him it comes to represent the eye of God, and when he discovers his wife is cheating on him, he says that  even though his wife deceived her husband for a long time, God still sees everything.
