Green Masking Tape on Rear Wiper. Why?

I have seen green masking tapes on the rear wipers of SUVs and vans. Old and new, imports and domestics, it doesn't matter. All the tapes are apply in the same way, perpendicular to the wiper blade and tape down to the glass and body panel. It would rip off if they turn on the rear wiper.

I did some research and got nothing. What is the reasons for it? I seen a few in the DFW area and curious what it means.
