Boil the kettle, wait a minute before pouring the water onto the leaves.  Easy.

if you use boiling water, the tea may become bitter.  It might not. Some green teas are different.  If you do use boiling water, don't steep it very long.   Take the bag out after 20 or 30 seconds.
