Grossman has a better arm, but makes horrible decisions. Orton won't make the big play, but won't kill you either. Orton is the better fit in Chicago because he'll won't turn the ball over as much, and he'll give the D a chance to rest.

I think Grossman can be a good QB, we all see him arm strength and glimpses of his big play ability. But he's so inconsistent.
