Growing plants using LED lights?

Question

The new LED lights that seem very popular are very cheap to run but yet they are very bright they last long and use less power.

There's talk of using led lights to grow plants indoor but can this be done?

If so what type of leds would work and are they safe and cost effective?

I know the buring life of some of the led lights are 100 thousand hours.
