Gta4 random people you see?

can someone tell me what missions open all the peds and where and what time they are out so i can see all of them because im confused and i want to do the random ped missions after EG mission 1 random ped one etc

I tried but it looks like you have to complete quite a lot of the game before some people become available.

I have not quite got the achievement yet but know i'm close.

use the in game internet  and go to site

this gives locations and some of them are the same person but a different mission
