It starts over at midnight (California time) because Yahoo! is based in California.

You'll get better answers if you post this in the right section...look around a little, you'll find one for Yahoo!Answers.

I think what you're talking about, though, is the level system. You just joined yesterday. You have to work up the line to be allowed to contribute more. You get a set limit of questions and answers every day. When you get to level two, you'll be allowed to contribute more and give ratings. Just keep answering. Good luck.
