is it weird to talk to a guy from your high school a year after you graduate randomly through email if you didn't talk in high school. to say whats up and whatnot

Not at all,  you both are maturing and maybe see things in each other that you didn't when in high school. There are not rules that say when its the right time in life for people to become friends. Relax and go with the flow.  Good luck and enjoy yourself.
