I just purchased this photo editing software for 70 bucks and wondering if its easy to use and download?

It is a bit complicated, just that there are advanced features in it. The more you use it, the more you will get use to it and know the features. You can get infos from the readme and how to use.

Actually if you're beginning with photo editing tools... It will be pretty hard to learn... I strongly recommend you to look for tutorials. Try to google for example something like 'COREL PAINTSHOP PRO2 tutorials' you'll find links like :
