It's up to you.

The converter box would be the less expensive solution, you can use your existing analog TV.  It won't look any better than an analog TV, but you could still watch TV.

An HDTV would be more expensive, however you would get a typically bigger screen, better looking pictures, more capability and a warranty.  Make sure you stay with name brands (Sony, Samsung, Toshiba, Mitsubishi, etc).  If you haven't heard of a brand, chances are it will be difficult or impossible to repair.
