HELP!!!?! What's the name of this 90's house/ dancey song i've got in my head!!?

Ok, i have no idea what the song is called or who the artist is, nor do i know the lyrics :S

It goes like: Waaaahoo waaaaaaho wahoooooo wa wa wa waaaaaaahooooooo like on a synthesiser sort of thing....... and there are intervals where the woman goes "You're right on time, yes you're right on time".

It's really house like and from the early 90's, maybe late 80's.

Sorry for the crappy info.... it's all i can muster on this tune which won't leave my head!!!
