HELP!! history.... important ?

what did ben franklin mean when he said this:

"general Government (is) necessary for us, and there is no form of Government but what may be a blessing to the people if well administered"

i know it was in front of the Constitutional Convention and stuff i just don't know what it means

i've looked on the internet and can't find anything on its meaning

  1. general Government is necessary for us = you need goverment otherwise it would be total chaos in the streets.

    and there is no form of Government but what may be a blessing to the people if well administered = the best Government is a well run Government - to the benefit of its people.
