However, if  you need an answer, a Frontal System causes wind changes, or Hurricanes, or Monsoons.

Monsoons are affecting the Philippines as we speak.  They are also experiencing two Tropical Storms and a lot of rain and wind naturally.  The names are Cosme and Dindo and they are pounding Manila, Luzon and the Visayan Islands.
