You need big pockets to make one. They use platinum inside. This is why the Honda FCX is only available for lease because the fuel cell costs thousands of dollars to make. The 100 kWs it makes is about 134 hp and costs about $250,000.

The same temperature must be maintained throughout the cell in order to prevent destruction of the cell through thermal loading. This is particularly challenging as the 2H2 + O2 -> 2H2O reaction is highly exothermic, so a large quantity of heat is generated within the fuel cell.

Also the water needs to be evaporated at the same rate its created so the cells don't dry up, only last about 5,000 hours.
