I live in MN as well.  Yes, you definitely need a permit to by from a licensed dealer.  You need to go to the closest police/sheriffs office to where you live, and get a Pistol Purchase Permit form.  Fill it out, return it, and anywhere from a couple days, to a month later, you'll be able to pick up the permit.  You then need to take that to the dealer with you.  You also need to be 21 years of age, and meet certain other criteria.  A pistol purchase permit lasts for one year, then you need to renew it.  Plus side, unlike the concealed carry permit, it is free.
