were I live is terrible not even Walmart has jobs some others have a freeze.

Yes that new extended benefits is for all states. I just talked to my state yesterday, when you call the phone lines are pretty long about 45 min wait then they say it is about 3 or 4 weeks until the first check.  Decent jobs are pretty tough out there. Good luck to you.
