HIV/AIDS in India. FY"07 union budget announcement.....?

"For the year 2007-08, I propose to step up the provision for the AIDS control programme to Rs.969 crore."

this is what finance minister of India announced during his budget speech, can somebody explain,

what happen to that budget allocation?

who and how that money is going to spend ?
