HOPE Scholarship reimbursement?

Question

My school issued me a debit card to recieve my HOPE Scholarship reimbursement after I paid all of my tuition on a credit card. Its been a month and I still hav not been reimbursed. The school has a stick up their butt when I try to ask them how to get my money. Has anyone been in this situation before? When did you get your money? I know a lot of big universities just subtract the allowance from what you owe the school, but Chatahoochee Tech does it this way and my credit cards are maxed out.
