HOT COCOA DOESNT USE ALL THE COCOA AND TASTES...

I just purchased my machine today and I went to use it and everything seems to be working fine but the cocoa comes out watery. There is still 1/2 of the powder in the K cup and not enough in my cup. What can I do.
