All senses come by experience. Make sure you don't confuse the difference between 'common sense' with things that 'make sense'.

If she is doing things that just don't make sense to you, that doesn't mean she doesn't have common sense. It just means it makes sense to her to do them that way.

Example: It's common sense to buckle up before you start the engine (experience teaches that so you don't forget), but it also 'makes sense' to start the car before buckling up as well (different experience says the belt hinders you from reaching out that far).

Don't know if its possible. People with c**p for common sense usually have always had decisions made for them and failures picked up for them.  She needs lots of trial and error and to take care of failures and consequences herself.
