HOW DO I CATCH A PONY WHO HAS LOST HIS HALTER

i have a 12.2h 8 yr old welsh pony who i have owned for 4 weeks.He used to come or follow me so i could catch him and now that his halter has disappeared with no trace i cant get near him. my 4yr gelding pony i tie up to try and catch storm but the other larger pony i cant tie upas hes not mine and theres no leadrain, so hes a bit bossy and tries to pinch the pellets etc in bucket.The larger one also is hard to keep away as i think hes the boss.i have tried everday for a week with treats in the bucket,walking backwards and not chasing him etc, when he gets close i cant even pat him now like i did before he acts a bit nervy and bolts off i am so run out off ideas on what to do and i feel im not now being able to give my bay 4yr old attention as he comes straight to me ready for feeding and riding please help

    tryget someone to distract him down the other end of the field with a bucket
