looks like its been made on either adobe photoshop or adobe illustrator. made with downloadable fonts and brushes

First you will have to search for the font. You download it and install. That will be the hardest part. Here is one that is pretty close.

You now open any Paint program and use the text tool to type the message. When done save it as a JPG file.
