It depends on many variables: acidity of saliva, texture of tongue, pressure of the licks, thickness of the candy coating, etc. Since each of these can vary greatly from one l**k to another and among different people and the tootsie pop, this is a chaotic system. So there is no exact answer that fits every instance.

The only exception to it being a chaotic system would be if everyone bit on the 3rd l**k like the owl.
