Halifax is a university city, with Dalhousie, St. Mary's, and Mount St. Vincent, as well as many other post secondary schools, so the population in the 18-25 age group is actually higher per capita than practically anywhere else in the country.  However, Halifax is a small city (population approaching 400,000), so it is not in the same category at all in terms of population as cities such as Toronto, Montreal and Vancouver.
