I would start at the minimum and go up as you need to to stay in the lead up to your maximum that you want to bid

Depends on what car it is,you could just bid like 1.01 and then hope for the best, it is very unlikely you will win the bid tho unless you are lucky. I would find out how much the car goes for elswhere and then bid for it at a low price that is near that one you have found early on, this will make others stop watching it thinking its going to go for to much

it depends on the car you are bidding on. if your bidding on a porsche than you better bid high, but if it is a commom regular car you bid the amount you think is right and how much you wont regret. if the car is worth alot more than you bid, your chances of winning it are lower because some one else might bid high, but if you bid a good amouont and no one else feels thats a deal while for you it's a perfect deal than you'll win the bid
