I would like to set up a business helping people within the community -eg mental help problems or elderly people that need support. how do i go about it - can i apply for funding. I would like to buy a house and rent it out to these sort of people

You probably need a non-profit federal tax i.d.# before you can get started.  

Then you will need to develop a business plan to legally obtain cash flow from bank and obtain donations.

The small business administration is loaded with great information and contacts.  They will meet with you free of charge and help you with a plan.
