Usually you would decide who your group will be, then send them all a message to explain what a flash mob is, and tell them to expect to be invited.

Depending on what you ant your mob to do, you can plan a flash mob and give everyone a lot of notice, or you can do it on the spur of the moment. Even the planned ones have huge impact, because the "muggles" are always surprised and confused. My geocacher friends  have one each year that goes on all over the world at exactly the same moment, but it's planned for months in advance. It's 15 minutes long.
