HP Pavillion automatically restarts after shutdown

Question

My HP Pavillion wit win 98 restarts after every shut down. I did some experimenting and found that if I remove the network card the system operates normally. It does the same thing if I install a new different network card.

Could this be an indication of a failing power supply???
