HTC touch phone, "this phone is off"?

sometimes when sending a message to a friend, I get a notice saying something like, "this phone is currently off, would you like to turn it on?" and then there's a yes or no option... by clicking yes I'm not sure what it does, sometimes If I then retry sending my message it will send... but other time's the same notice pops up.

Does this mean I can actually turn on other people's phones?

All that means is YOUR phone was turned off (phone service). It's a way of asking you would you like to turn on the service of your phone (not the power). It's real easy to turn off the service to the phone with the button being where its at. Hope that helps.
