HURRICANE FAY QUESTION!!?

Why is every county school closed but orange county??? EVERY COUNTY around orange county in orlando, FL is closed, why is that???

They were the first to view the current storm track.  Even with the eye going through Polk County (which it didn't), Orange County would have been on the Left quadrant of the storm.  The northeast quadrant of the storm is the most dangerous.  They predicted correctly and the others did not.  It was a chance since this storm is unpredictable.  I'm surprised they didn't call school though.
