  1. Rental companies always ask for a deposit.  The insurance company is paying for the daily rate, yet your still responsible for  the actual vehicle.

  2. No.   It has to be YOUR money that way they know you aren't going to run off the Mexico and keep the car.  Yes, it sucks but insurance can't take away every little inconvenience of an accident nor is the deposit their legal responsibility. Again, its for the rental companies safety.. that way they have collateral so that youll return the car. If the insurance company paid.. what incentive would you have to take the car back?

If you cant afford it just take the cash for the rental instead and take the bus.

  3. They usually only ask for a deposit if you can't produce a credit card. If you don't have a credit card, can't come up with the deposit, or put the deposit on a relative's card, then you might try a different rental company (a rent-a-wreck place might be easier to deal with). Or rent a car from a friend--if you get the owner to draw up a bill with the VIN number of the car, the days it was rented and the owner's SSN, the insurance company will probably pay it--especially if they charge you less than Enterprise.
