everyone says put your tongue on the roof of your mouth and blow.

Make a "U" with your tongue and touch the sides of your tongue to your top molars.  The tip of your tongue touches the roof of your mouth, just inside your front teeth, but not too hard.  Make a sound and blow, it will ripple your tongue and make the rrrr sound.

My husband is French and taught me, he drives me wild when he makes that sound, lol.
