Had my door repainted, now i have over-spray on the parts that were not covered. how do i get my shine back?

Take your car back to whomever painted it and make them clean it off.  They will be happy to do it for you.

have it wet-sanded and rubbed-out.

I'd try some "polishing compound" and not "rubbing compound" like Turtle Wax sells.  Just bought some at Wally Mart a few weeks ago.   Removes scratches but be careful and don't get carried away or you'll go through the clear coat if there is any.
