i am indian, married filipino. we have one cute. now my wife and daughter is in phillipines. i want to call to kuwait and i want to make phillipino passport, is it possible

Hmmm....so you want to gain Filipino citizenship?  Usually, Filipino citizenship is granted on the "jus sanguinis" principle meaning only people with Filipino mother or fathers can claim Filipino citizenship.  You can see it as a way of inheriting the citizenship.  Lol.  A foreigner only has two options I guess: either apply for naturalization (therefore renouncing your former citizenship, and gaining this is a very difficult process) or apply for a permanent resident card.  Here are some links I've found over the internet.  Please read them carefully. :)
