www.marthastewart.com has several Halloween craft ideas in the Holiday section.  'Some' require quite a bit of work but those are handy too, they can give you inspiration and if you are creative you can always do your own cheaper version.

Here is a great idea that is easy for kids to make and fun to "deliver" to their friends.. it is cheap too... Good Luck
