can one use a ham radio receiver with out a ham licen?

  1. Yes.  But you don't need a "ham radio reciever" to listen.  There are plenty of less expensive "short wave" radios that will let you listen to ham radio communications.  The Grundig/Eton G5 is one.  Its best if you select one that has and single side band (SSB) feature as does the G5.  That will let you listen to voice and morse code communications as well as packet and teletype.  Another term to look for in this regard is BFO or Beat Frequency Oscillator.  Using those features of shortwave radios takes practice, but once you learn how, thats all you need.  Radios that provide Lower Side Band (LSB) and Upper Side Band (USB) modes will be easier to use...
