Hamster stays in the tube which he fills with stuffing. Is he stuck?

It's a regular hamster cage with a tube that allows it go upwards. He can fit ok except I feel as though since he carries the stuffing through the tube which he has to dig through to go up. He stays in the tube and i feel he struggles getting to the top. Is this normal? I worry he might get stuck and die.

5 minutes before I sat down to type this, I buried my daughters Syrian hamster in the back yard.  The hamster had put stuffing a tube, tried to push through it later, got stuck, and died.

From what little I have read, if you have Syrian (Teddy Bear) hamsters, do not use tubes.
