Question:

Hand wheel hard to turn, won't sew

My sewing machine is older (Kenmore 158.18131) and hasn't been used for a while, and on taking it out, I discovered that it is very difficult to turn the hand wheel. It's so stuck that the motor can't make the mechanism turn, even though it sounds like it's running fine. I oiled all the points shown in the user manual, inside and out, cleaned the bobbin case, and checked that there's no thread stuck anywhere.
Do I need to get it professionally cleaned, and how much would that be vs. just buying a new one? (this one is maybe 20 years old)
