Handicap requirements in a convenience store located in California are what as of 2008?

I hear that they have changed the laws in California for convenience stores? Is this correct, and if so, how does something like this get passed?

I know that it used to be that you had to have 36" isles, and out of nowhere they changed it to 40" This is actually really a problem for a lot of convenience store owners, I recently re-did my whole store so that I was compliant (to the 36" guidelines), and now everything is changed? As far as anyone who is handicap, I have never had a problem, nor a complaint for anyone...we do our very best to accommodate as well as try and make sure that our store is in compliance, but with these new laws in effect, I will have a tough time, and what can they change there mind, and make the requirements 50" next week??? If this is accurate, this is very frustrating! What rights do I have, what can I do?
