Handsets are able to charge,

Handsets are able to charge, but are frozen. seems that they are locked out of everything. I can receive calls on my speaker on the main base, but I cannot make outgoing calls. cannot deregister handset. I recently got Warner Cable RoadRunner and digital phone and TV. How can I fix this handset?
