Hannah Montana television show viewers please help!?

On the episode when the president comes on from cory and the house, roxy starts to work for the president and hannah tries to find a new body gard. One guy didn't write his name and he said you don't need to know my name and he pulled down his eye. Why did he do that, i just don't understand!
